NINTH SITTING OF THE PRIVATISATION COMMITTEE

At its ninth sitting, held on 11 March, the Privatisation Committee considered the Ministry of Economy and Regional Development’s Reports on the Activities of the Privatisation Agency and the Share Fund for December 2007 and January, February and March 2008.

At the proposal of the Committee Chairman, Nikola Novakovic, the Committee members conducted a joint discussion on the items on the agenda concerning the Privatisation Agency’s work and the items on the agenda concerning the Share Fund’s work.

After a short discussion the Committee unanimously accepted the Ministry of Economy and Regional Development’s Reports on the Activities and the Work Plans of the Privatisation Agency and the Share Fund for December 2007 and January, February and March 2008...

EIGHTH SITTING OF THE AGRICULTURE COMMITTEE

At its eighth sitting, held on 10 March, the Agriculture Committee considered the Ministry of Agriculture, Forestry, and Water Management’s Work Programme for 2008, with a special focus on legislative activity and the Ministry’s Information on the drafting of an agricultural and rural development strategy.

TENTH SITTING OF THE GENDER EQUALITY COMMITTEE

The Gender Equality Committee held its tenth sitting on 7 March, chaired by the Committee Chairperson, Elena Bozic-Talijan.

Opening the sitting the Chairperson reminded the Committee that at the second sitting held on 13 July 2007 they brought a Decision to forward a proposal for the formation of a Children’s Rights Committee to the Speaker of the National Assembly and the Working Group for the drafting of Rules of Procedure. At the same sitting the Committee brought a Decision on the formation of a Children’s Rights Working Group...

THIRTEENTH SITTING OF THE CULTURE AND INFORMATION COMMITTEE

The Culture and Information Committee held its thirteenth sitting on 6 March. The sitting was chaired by the Committee Chairperson, Vesna Marjanovic.

 

Following a discussion, the Committee endorsed the Bill on the Confirmation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the Bill on the Confirmation of the European Convention on cross-border television, submitted by the Government.

The Committee on Health and the Family held a sitting on 6 March, in which the Report of the Ministry of Health on the functioning of the health service in Kosovo and Metohia was presented to the Committee members.

FIRST SITTING OF THE FIRST REGULAR SESSION OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF SERBIA IN 2008

The following agenda was adopted for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2008, convened by the Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic, for Wednesday, 5 March, beginning at 10 a.m.

FORTY-SECOND SITTING OF THE LEGISLATIVE COMMITTEE


At the sitting held on 5 March, the Legislative Committee discussed in principle the set of financial bills included in the proposed agenda of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2008.

EIGHTH SITTING OF THE COMMITTEE ON LABOUR, EX-SERVICEMEN’S AND SOCIAL ISSUES

The Committee on Labour, Ex-Servicemen’s and Social Issues held its eighth sitting on 4 and 5 March. The sitting was chaired by the Committee Chairman, Meho Omerovic.

 

Following a discussion, the Committee unanimously accepted the Bill on the Confirmation of Convention No.187 of the International Labour Organisation on the Promotional Framework for Occupational Safety and Health, and the Bill on the Confirmation of Convention No.167 of the International Labour Organisation on the Safety and Health in Construction...

TWELFTH SITTING OF THE COMMITTEE ON DEFENCE AND SECURITY


At the sitting held on 4 March, the Committee on Defence and Security discussed the Bills on the Confirmation of the Agreement between the Councils of Ministers of Serbia and Montenegro and the Government of the Republic of Slovakia on cooperation in the field of defence, and the Agreement on cooperation in the field of defence between the Government of the Republic of Serbia and the Government of the Republic of Bulgaria. The Committee sitting was chaired by Ivica Dacic.

 

Elaborating the bills, State Secretary at the Ministry of Defence, Dusan Spasojevic, stressed that all these agreements represent a legal basis for bilateral military cooperation, adding that they are typical agreements which have already received a positive opinion from the Serbian Government...

FOURTEENTH SITTING OF THE FOREIGN AFFAIRS COMMITTEE

At the sitting on 3 March, the members of the Foreign Affairs Committee conducted an interview with the newly appointed Ambassadors of the Republic of Serbia to Montenegro and Hungary, Zoran Lutovac and Dejan Sahovic, before their departure for diplomatic duty. The sitting was chaired by Dr Dragoljub Micunovic.

 

Talking about the priorities in his future work, ambassador Lutovac pointed out that his most important activity will be representing Serbia and protecting its interests in Montenegro, as well as the stabilisation and improvement of overall relations between the two countries. He said that bilateral relations with Montenegro are on a much lower level than expected considering tradition and mutual political, economic and familial connections. However, the ambassador stressed that the quality of the relations between the two countries in the nearest future will be determined by Montenegro’s attitude towards the Kosovo and Metohia issue...

FOREIGN AFFAIRS COMMITTEE CHAIRMAN SPEAKS TO FOREIGN AFFAIRS COMMITTEE CHAIRMAN OF THE RUSSIAN FEDERATION’S STATE DUMA

The Chairman of the Foreign Affairs Committee of the National Assembly of the Republic of Serbia, Dr Dragoljub Micunovic talked today to the Foreign Affairs Committee Chairman of the Russian Federation’s State Duma, Konstantin Kosacev. Dragoljub Micunovic deemed that the signing of the Stabilisation and Association Agreement between Serbia and the European Union is an important event for Serbia because it enables a rapid economic development and protects the interests of the Republic of Serbia in Kosovo and Metohia. Konstantin Kosacev pointed out that the Russian Federation has nothing against Serbia’s approach to the European Union, adding that Russia is neutral in the current electoral process in Serbia. Both supported the Serbian Government’s intention to discuss the ratification of the Serbian-Russian energy agreement tomorrow, expressing hope that the new convocation of the National Assembly will discuss the agreement soon after its constitution. It was also noted that the final solution of the status of Kosovo and Metohia should be sought within the frame-work of international law through political dialogue of the concerned parties.

SPEAKER OF THE NATIONAL ASSEMBLY RECEIVES RUSSIAN AMBASSADOR

The Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic talked today to the newly appointed ambassador of the Russian Federation in Belgrade, Alexander Konuzin.

 

During the conversation they noted with pleasure that the relations between the two countries are developing dynamically in all areas.

 

They agreed that after its constitution, the new convocation of the National Assembly should urgently discuss the Energy Agreement between Serbia and the Russian Federation.

 

Speaker Dulic thanked Russia on its principled position concerning the final status of Kosovo and Metohia and urged a continuation of negotiations which would result in a just solution.

 

Ambassador Konuzin supported the continuation of Serbia’s European integrations, deeming that the Kosovo issue would have been solved differently had Serbia joined the European Union sooner.

SPEAKER OF THE NATIONAL ASSEMBLY TALKS TO SWISS PARLIAMENTARIANS

The Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic talked today to a delegation of the Foreign Affairs Committee of the Parliament of the Swiss Confederation.

 

Speaker Dulic briefed the Swiss parliamentarians on the results of the National Assembly’s work so far, expressing his hope that the new parliamentary convocation will continue the work on European integrations.

 

Dulic deemed that the bilateral relations of the two countries are burdened by the Swiss Confederation’s recognition of the illegally declared independence of Kosovo and Metohia, but that economic cooperation and development of the traditionally good relations between the citizens of Switzerland and Serbia should be continued despite it.

FOREIGN AFFAIRS COMMITTEE CHAIRMAN SPEAKS TO SWISS PARLIAMENTARIANS

The Chairman of the Foreign Affairs Committee of the National Assembly of the Republic of Serbia, Dr Dragoljub Micunovic received today at the National Assembly House a delegation of the Foreign Affairs Committee of the Parliament of the Swiss Confederation, headed by Geri Müller.

 

The Swiss parliamentarians were interested in the situation in Kosovo and Metohia, the official state positions on the solution of their status and further development of the situation concerning them.

 

Chairman Micunovic said that Serbia wishes to preserve its territorial integrity and sovereignty over its whole territory and puts its faith in international law which is on Serbia’s side, stressing that UN SC Resolution 1244 is still in force.

 

Micunovic stressed that Serbia was ready to grant the highest possible degree of autonomy to Kosovo and Metohia, but in the meantime the authorities in Pristina unilaterally and illegitimately declared the illegal state of Kosovo, which some countries recognised, but most did not.

 

Concerning this, Micunovic expressed his belief that the solution to the status of Kosovo and Metohia must be reached through further negotiations and bringing a new UN SC resolution.

 

Talking about how due to the current political situation in Serbia and difficult election campaign all possible talks with the Albanian side in Kosovo and Metohia are blocked, the Chairman of the Foreign Affairs Committee stressed that direct talks between the two sides still have to take place. Good economic cooperation with the Province calls for it, as well as the need to commence the processes of returning displaced persons to their homes and solving the issues of property of the non-Albanian population in Kosovo and Metohia, and other open issues.

 

Micunovic reiterated Serbia’s determination to continue European integrations and its wish to become a candidate for EU membership as soon as possible.

SPEAKER DULIC SPEAKS AT GATHERING DEDICATED TO SERBIA’S SPEEDIER ACCESSION TO THE EU

An international conference titled “How to Speed up Serbia’s Integration into the European Union” was held on 5 May, at the House of the National Assembly of the Republic of Serbia, organised by the Faculty of Economics, Finance and Administration (FEFA) from Belgrade and the Institute for European Affairs (INEA) to commemorate European Week. The possibilities of speeding up Serbia’s integration into the European Union, strengthening administrative capacities and overcoming the political barriers to integration into the EU were discussed at the conference.

 

The participants of the conference were greeted by the Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic, who went on to speak of the strengthening of the Parliament’s administrative capacities for a speedier accession to the EU. According to his estimate, in order to speed up the process of European integrations it is necessary to achieve a consensus of all political parties on these issues and build strong democratic institutions. He expressed his expectations that pro-European powers will win the upcoming parliamentary elections and cooperate with opposition parties to continue the already begun process of bringing Serbia closer to the European Union.

Speaker Dulic pointed out the Parliament’s important role in this process, stressing that a new Proposal of National Assembly’s rules of procedure has been drafted which should enable it to work more efficiently and pass laws essential for Serbia’s expedient European integrations. However, the Parliament must at the same time be one of the main promoters of European values so that the citizens can recognize and accept them as their own priorities.

Guests from Slovakia, Estonia, Hungary, Slovenia, Romania and Bulgaria shared the experiences of their accession to the European Union with the participants of the conference.

SPEAKER DULIC SIGNS PROTOCOL ON COOPERATION BETWEEN NATIONAL ASSEMBLY AND FACULTY OF POLITICAL SCIENCES

The Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic and the Dean of the Faculty of Political Sciences, Milan Podunavac signed today at the National Assembly House the Protocol on cooperation of the two institutions in the area of student education.

 

After the signing, Speaker Dulic said that this document will define future cooperation of the parliament and the faculty so that students of political sciences can gain new knowledge and help establish a stable democracy in Serbia more expediently. He expressed his belief that many students attending the signing of the Protocol will themselves one day be members of parliament and in this role help remedy all the failings society encounters.

 

The Dean of FPS, Milan Podunavac expressed his pleasure and gratefulness for the opportunity for the students of his faculty to spend time in the parliament like in a “big classroom” and be allowed to attend the work of Assembly committees and deputy clubs. He deemed that students are the best social capital of every country and that investing into their education is extremely useful for the development of Serbia both as a country and as a political community.

 

In their talk with Dulic the students expressed interest in the manner of improving the work of the parliament, liberalisation of the visa regime, signing of the Stabilisation and Association Agreement and the possibility of opening the National Assembly House up for tourist visits.

FOUNDATIONS SET FOR PARLIAMENTARY COOPERATION OF COUNTRIES IN THE REGION

Conference of parliamentary speakers of countries participating in the South-East European Cooperation Process was held in Sofia today.  At the seventh conference held in Bulgaria which is chairing the South-East European Cooperation Process, parliament speakers of the region signed the Memorandum of Understanding on Interparliamentary Cooperation in South East Europe and adopted a Declaration which will be the foundations of future cooperation and activities of the countries of the region. The Memorandum of Understanding on Interparliamentary Cooperation in South East Europe was signed by the Deputy Speaker of the National Assembly of the Republic of Serbia, Miloljub Albijanic.

 

At the meeting of Heads of State and Government of the countries participating in the South-East European Cooperation Process in May 2007 in Zagreb, the countries of the region, aware of the importance of regional cooperation, made the decision to transfer the Stability Pact for South Eastern Europe into regional ownership. As a result of this decision, realised with the help of European Union member states and its institutions, the Regional Cooperation Council for South Eastern European Countries was set up, with headquarters in Sarajevo, as the coordinator of the development of the cooperation of South Eastern European countries, and Regional Secretariat for Parliamentary Cooperation with headquarters in Bulgaria, as the coordination centre for parliamentary activities.

 

As is stated in the Memorandum of Understanding on Interparliamentary Cooperation in South East Europe, the Regional Secretariat for Parliamentary Cooperation represents a forum for negotiation, consultations, cooperation and exchange of views and experiences, aiming to develop god neighbourly relations and regional cooperation.

 

All regional initiatives so far are of particular importance for Serbia, starting from cooperation within CEFTA, cooperation within the energy community of South Eastern Europe, cooperation of European Integrations Committees, and Cetinje Parliamentary Forum in which the National Assembly of the Republic of Serbia is still actively involved. All abovementioned initiatives aim to draw Serbia closer to and connect it with the European Union through regional cooperation, which is one of the priorities of Serbia’s foreign policy, but, above all, to alleviate the development of a region of peace, stability and economic prosperity.

SPEAKER DULIC AT IPU ASSEMBLY IN CAPE TOWN

The Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic, represented the National Assembly at the 118th session of the Interparliamentary Union (IPU) Assembly held 13 to 16 April 2008 in Cape Town (Republic of South Africa).

 

The Speaker of the National Assembly suggested that the Resolution on Support for the protection of international law and the reaffirmation of sovereignty, territorial integrity and constitutional order of the Republic of Serbia be included in the agenda as an urgent item.

 

Addressing the participants, Dulic deemed that adopting such a resolution will send a clear message that abiding by international law is essential for peace and safety in the world.

“The resolution should affirm commitment to the principle of Serbia’s sovereignty and territorial integrity and the need to find a peaceful and mutually acceptable solution to the status of Kosovo and Metohia through negotiations. In Serbia, we are aware that we must find a democratic solution to the challenges before us”, Dulic stated.

He deemed that the whole region needs European perspective and that joining the family of European nations will contribute to the establishment of lasting peace, prosperity and stability.

 

During his stay in Cape Town Dulic conducted various bilateral talks with parliamentary speakers of countries attending the IPU Assembly.

SPEAKER DULIC TALKS TO JEAN-LOUIS LAURENS

The Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic, received today Council of Europe’s Director General of Democracy and Political Affairs, Jean-Louis Laurens.

 

Speaker Dulic and the Council of Europe’s high official talked about the current political situation in Serbia on the eve of the extraordinary parliamentary elections called for 11 May 2008, the process of necessary reform in Serbia and Serbia’s progress in the process of stabilisation and joining the European Union.

 

They also exchanged opinions on the relations between Serbia and the Council of Europe, as well as European Union institutions, following Kosovo’s unilateral declaration of independence.

OSCE PARLIAMENTARY ASSEMBLY DELEGATION VISITS THE NATIONAL ASSEMBLY

A delegation of the National Assembly of the Republic of Serbia comprising the DS Deputy Group President Nada Kolundzija, DSS Deputy Group President Milos Aligrudic and G17 Plus Deputy Group Vice President Snezana Stojanovic-Plavsic, received today at the National Assembly House Roberto Battelli, OSCE PA Special Representative on South East Europe, and Andreas Nothelle, ambassador and OSCE Parliamentary Assembly Special Representative.

The National Assembly officials briefed the guests on the political situation in Serbia on the eve of the extraordinary parliamentary elections called for 11 May 2008. They also exchanged opinions on the current conditions on the Serbian and international political scene influencing the pre-election process in Serbia.

During the conversation the officials particularly focused on the issue of Serbia’s European integrations, also expressing their belief that the upcoming electoral process will be conducted in a fair and democratic atmosphere.

SUZANA GRUBJESIC TALKS TO OSCE PARLIAMENTARY ASSEMBLY PRESIDENT


Head of the Standing Delegation of the National Assembly of the Republic of Serbia to the OSCE Parliamentary Assembly, Suzana Grubjesic received today at the National Assembly House a delegation of the OSCE Parliamentary Assembly headed by its President, Goran Lennmarker. The delegation also included OSCE PA Special Representative on South East Europe, Roberto Battelli and ambassador Adreas Nothelle.

President Lennmarker stressed that the goal of the visit is to gain insight into the political situation in Serbia on the eve of the extraordinary parliamentary elections to which the OSCE PA will send an observation mission. He expressed his belief that the elections will be conducted in a regular fashion and sent a message that Serbia should also become a member of the family of European nations, emphasising that the Parliamentary Assembly supports Serbia’s entry into the European Union.

Lennmarker pointed out that the OSCE, as an organisation in charge of security and cooperation, believes that peace and stability in Europe can be achieved only through cooperation and supports the Western Balkan countries’ joining  European integrations. “We wish to send a clear signal to Serbia that we see it as part of that process, too”, OSCE PA President pointed out.

Talking about the political situation in the country, Suzana Grubjesic particularly stressed the unilateral and illegitimate declaration of the so-called state of Kosovo in a part of Serbian territory, with which Serbia will never agree, deeming that the most difficult problem Serbia faces. She also pointed out that Serbia’s entry into the European Union remains its priority.

Suzana Grubjesic also briefed the guests on the political scene in Serbia on the eve of the elections.

SPEAKER OF THE NATIONAL ASSEMBLY TALKS TO EUROPEAN UNION OFFICIALS IN BRUSSELS

The Speaker of the National Assembly of the Republic of Serbia, Dr Oliver Dulic visited Brussels on 2 and 3 April 2008 where he met with the EU High Representative for the Common Foreign and Security Policy, Javier Solana, the European Parliament Delegation for relations with the countries of South East Europe headed by Doris Pack and representatives of Deputy Groups at the European Parliament. On the second day of his visit Dulic talked to the EU Enlargement Commissioner, Olli Rehn, and European Parliament Speaker, Hans-Gert Pöttering.

 

Speaker Dulic headed the National Assembly’s delegation comprising the Foreign Affairs Committee Chairman, Prof. Dr. Dragoljub Micunovic, and European Integrations Committee Chairman, Milos Jevtic.

 

After the meeting with the EU High Representative for the Common Foreign and Security Policy, Javier Solana, Dulic said that the purpose of his visit to Brussels is to see how much Serbia can speed up integrations, adding that the prevalent opinion in the European Union today is that Serbia, as a key country in the region, should speed up the European integrations process.

 

Dulic stressed that the Serbian delegation’s priority in the talks was the possibility of signing the Stabilisation and Association Agreement (SAA) and liberalisation of the visa regime, but that no dates were mentioned. At this moment Serbia must work harder to meet these essential conditions for the signing of the Stabilisation and Association Agreement, but “as far as Solana and all European institutions are concerned” it has “ their absolute support in it”, the Speaker of the National Assembly stated.

 

Dulic informed his European interlocutors that Serbia is doing all in its power to fulfill its obligations towards the Hague Tribunal, but deemed that the European integrations process must not stop because of a single “personal or technical condition”. He also emphasised that a great majority of citizens favours the European integrations and supports them, but also wants to see concrete benefits from them, mostly in the improvement of living standard.

 

His conversation with the European Enlargement Commissioner, Olli Rehn, focused on the issues concerning the Stabilisation and Association Agreement and liberalisation of the visa regime. Olli Rehn said that he personally urges having the SAA signed as soon as possible and Serbia fulfilling the obligations necessary for its becoming a candidate for membership by the end of this and the beginning of next year. They also mentioned the steps to be undertaken before and after the elections in Serbia, which should contribute to Serbia promptly signing the SAA and being incorporated into the Schengen white list.

 

During the conversation, Olli Rehn briefly presented the steps for the liberalisation of the visa regime which will soon be presented to the EU members and then to Serbia, and the Speaker of the Serbian Assembly stressed that Serbian institutions will do their part of the work as quickly as possible to enable the citizens to travel without visas as soon as possible.

 

Rehn said that the outcome of the parliamentary elections in Serbia on 11 May will be of crucial importance for the liberalisation of the visa regime depending on whether the elections will result in a parliamentary majority able to meet the conditions essential for a no-visa regime.

 

Dulic and Rehn also discussed the cooperation with the Hague Tribunal as a condition for the signing of SAA. On the occasion Dulic said that “it is up to us to prove that Serbia does all in its power and prove the existence of a political will to conclude the cooperation as soon as possible”. He confirmed Serbia’s official position that there is absolute political will to conclude the cooperation with the Tribunal and that the cooperation is in Serbia’s interest, not only because of its integration into the EU, but also because of cooperation in the region and personalisation of guilt.
